## 多極化する市場における持続可能性とプレミアムマスの重要性

2027年にUAEのウィン・アル・マルジャンが中東初のカジノIRとして華々しいデビューを控え、同時に日本・大阪IRが2030年開業へ向けて着実に歩を進める中、アジア太平洋のIR地図は激変の時を迎える。本稿では、かつてマカオとシンガポールが二大巨頭として君臨した時代から、多極化し相互に接続する「ネットワーク型IR時代」への移行を背景に、新たな富裕層セグメントである「プレミアムマス」（後述）が市場を再定義しつつあるとの見方を示したい 。
競争は熾烈となることが必至だが、勝者はESG（環境・社会・ガバナンス）[[1](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a1)] とRG（責任あるゲーミング） [[2](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a1)]を武器に、そのうえで独自の世界観を打ち出すことのできるIRというシナリオがありそうだ。
一方で、非VIP層ながら高い消費意欲と滞在価値を持つ「プレミアムマス層」の存在も見逃せない。近年のアジア主要IRでは、この層を安定的な収益基盤として位置づけ、宿泊・エンターテインメント・MICEを横断する体験価値の強化が進む。マカオがVIP偏重からプレミアムマスへと軸足を移し、シンガポールがMICE需要と結びつけてこの層を取り込んできたように、UAEや日本の新規IRも同様の戦略的バランスをいかに設計できるかが、今後のIR競争における持続的優位性を左右する鍵の一つであろう。

[2] RG（Responsible Gaming）「責任あるギャンブルやプレイヤー保護を戦略の中心の一つに据えることで、「依存症やトラブルを最小化しようとする真剣な努力」がブランドストーリーになり、特に規制環境の厳しい成熟市場では長期的な顧客ロイヤルティと評判の向上に寄与する。」(Lee, D., 2023)

## プレミアムマス
プレミアムマスとは、ハイローラーとして知られるVIPと一般マスの中間に位置する富裕層であり、マカオやシンガポールでは、かつてジャンケット[[4](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a4)] 主導の中国本土VIPに依存していた収益構造からの転換を支える中核顧客層として台頭してきた層を指す[[5](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a4)] 。彼らは１回あたりの掛金こそVIPほどではないものの、総滞在支出とリピート性が高く、ホテル滞在やレストラン、ショッピング、ショーを組み合わせた体験全体を重視する傾向が強いとされる[[6](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a4)] 。 そのため、IR事業者はゲームフロアだけでなく、ラグジュアリーホテル、エンターテインメント、MICEを横断した回遊性の高いリゾート設計を通じて、この層の需要を取り込もうとしている [[7](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a4)]。
## ESGとRG：IRの新常識
今後のアジア太平洋IRを展望する上で、ESGとRGは避けがたいテーマだ。投資家や規制当局の目が厳しくなる中、シンガポールのマリーナベイ・サンズは2024年のResponsible Business Reportで温室効果ガス削減やコミュニティ還元を詳細開示し、業界のベンチマークを確立した。ESGでは定量目標と開示の透明性、RGでは多層的な排除制度と厳格な入場・広告規制を組み合わせるなど、例えば、ACGCS [[8](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a4)]はそれらの試みを「アジア太平洋地域のIR規制モデルとして最も体系的で先進的[[9](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a4)]と評価している 。
他にも、マカオのMGMもRGモデルユニット認定[[10](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a4)] を受け、フィリピンの規制当局（PAGCOR[[11](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a4)] ）は倫理運用を義務化、オーストラリアのクラウン・リゾーツはAI駆動のハームミニマイズを推進する。 UAEや日本も、プレイヤー保護を中核に据え、持続可能性を競争力の源泉に変えている。

## 独自世界観でネットワークの一角へ
一方で、仮説ではあるがプレミアムマス旅行者は「一都市集中」から脱却し、例えば、UAE（ビーチリゾート）→シンガポール（MICE [[12]](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a13) ）→日本（文化と自然）というルートを巡るようになるかもしれない。 さらに、「歴史的寺社＋近代都市＋食＋インフラ」といった“日本文化”がプレミアムデスティネーションとして評価されるとなれば、さらに大阪IRを国内ハブとし、さらにその魅力を補完する第２、そして第３の日本IRのマルチストップを形成することだってあり得る[[13](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a13)] 。
いずれにしても、ここで鍵を握るのは、新しい富裕層の価値観だ。アジア発・アジア向けの旅行・ラグジュアリー需要の分析を行う調査会社Outboxは、「約80％が『パンデミックを経て、より責任ある形で旅をしたい』と回答し、75％は「追加料金の使途が透明ならサステナブルな旅にもっと払う」と述べている [[14](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a13)]。これからのIRは単なるラグジュアリーリゾートでは足りない。ESG・RGを基盤に、差別化された魅力で回遊客を呼び込むことで、ネットワークに「欠かせない一角」になれるか否かを決めることになるだろう。

## シンガポール・マカオ・UAE・大阪IRの役割分担
これからのアジア・太平洋のIR市場は、「どこが一番大きいか」ではなく、「どこがネットワークの中で不可欠な一角になれるか」で序列が決まる時代になっているはずだ。 そのとき評価されるのは、単なる豪華さやGGR[[15](https://japan.wipgroup.com/media/asia-pacific-ir-esg-rg-network?hs_amp=true#a17)] （ゲーミング粗収益）の大きさではなく、ESGとRGをどこまで本気で組み込み、地域社会や投資家から“持続可能な事業”と認められているか、そしてその上でどれだけ強い物語性と世界観を提示できているかである。
シンガポールは「都市国家×MICE×責任経営」のモデルハブとして、マカオは依然としてアジアVIPの磁場として、オーストラリアはダイナミックな自然とエンタメを組み合わせたロングステイ拠点として、UAEは中東と欧亜アフリカをつなぐビーチラグジュアリーハブとして、それぞれ異なる役割を担うだろう。日本・大阪IRは、厳格な規制と日本文化・四季折々の自然を融合させた「安心して遊べるハイエンドIR」として、アジアのマルチストップ構造のネットワークの中で“信頼”と“物語”を供給するポジションを確立できるかが問われる。
[15] GGR（Gross Gaming Revenue）は、ギャンブルおよび賭博業界における主要な財務指標であり、オペレーターがプレイヤーへの全配当金を支払った後に残る総収益を表す。これは本質的に、運営コストや税金が控除される前の、ゲーミング活動から直接生み出される総収入である。
## 結論
逆に言えば、ESGで信頼を獲得できず、世界観も凡庸なIRは、“どこかの代替地”にとどまるリスクが高い。富裕層旅行者の旅程表に「必ず組み込みたい一都市」として名前が残るかどうか。その分かれ目が、今まさに各国・各事業者の投資判断と規制設計の中で形づくられている。10年後の勝者は、ネットワークにおける自らの役割と物語を明快に定義できるIRなのである。
